The Dubai mainland trade licence is the document the rest of the company hangs off, which is why a late renewal costs more than its own fee. We file new applications, renewals and amendments with the Department of Economy and Tourism, the authority almost everybody still calls the DED.

Most of what goes wrong here is not the form. It is a dependency somewhere else that nobody checked: a tenancy that expired, a fine sitting unpaid, an activity that needed an approval from another authority first. This page is about those.

What an expired licence actually blocks

The licence is not one renewal among several. It is the one the others depend on, and the authorities say so in their own requirements:

  • Your visas stop. ICP renews an establishment card only where a valid trade licence exists and the fines owed by the establishment have been paid, and fines run at AED 100 a month up to AED 1,000 once the card itself is late. No card, no visa transactions, as the company visa page sets out.
  • Your hiring capacity stops. GDRFA opens or increases a work visa quota against the commercial licence, the establishment card, the registered tenancy and the department's classification certificate for the establishment.
  • A food business cannot trade. The Dubai Food Code requires a valid trade licence for the exact activity before operations start, and the municipality's layout approval is what activates it. See municipality approvals.
  • Tax deadlines do not wait for you. Corporate tax registration runs from the company's own dates rather than from the day its paperwork is tidy: registration deadlines and the penalty.

Renewals: what has to be true before you file

  • A valid registered tenancy. Dubai Land Department states that registering tenancy contracts through Ejari is mandatory, and it does not register subleases between one tenant and another, which is the arrangement some cheap desk packages rely on. If your address is a desk, check what it supports before renewal season, not during it.
  • Fines cleared, including fines sitting against the establishment rather than against you personally.
  • External approvals still valid for activities that need them, such as food, health or pest control.
  • Current owner and signatory documents, especially where a passport has been renewed since the last filing and the records still show the old number.

We do not print a renewal fee on this page. What the department charges moves with the activity, the legal form and the add-ons attached to your particular licence, and any page showing you one confident number is showing you an average. The stack is broken down properly in what a Dubai trade licence renewal costs.

Amendments, and the ones that are more than paperwork

The changeWhat it usually involves
Add or remove an activityWhether the new activity needs another authority's approval. If it does, that approval comes before the amendment, not after it
Change the trade nameReserving the new name and checking it is acceptable before anything else moves
Change partners or shareholdingA notarised amendment to the memorandum, and a full document set for the incoming partner, attested and translated where it comes from abroad
Change the legal formEffectively re-papering the company. Plan it as a project rather than an errand
Change the addressA new tenancy registered in Ejari, and a knock-on effect on the visa quota, which is granted against premises
Add a branchIts own registration, with its own address and approvals

The two that surprise people are the address and the activity. Moving office changes the basis of your visa quota, and adding an activity can pull in an approval body you have never dealt with. Both are worth sequencing before you commit to a date with a landlord or a client.

Foreign documents in an amendment

Where a new partner is a company, or an individual signing from abroad, the documents arrive attested and translated or they do not arrive at all. The order matters, because attesting after translating means paying for the translation twice: the sequence is on the legal translation page, along with what the Ministry of Foreign Affairs charges for a commercial document.

New licences

If the company does not exist yet, the licence is one decision inside a larger one, and the larger one is whether mainland is right for you at all. That is answered on Dubai mainland business setup, with the cost side in Dubai mainland company formation cost and a working estimate on the cost calculator. If you are weighing the alternative, compare the free zones.

What stalls an application

  • An expired or unregistered tenancy
  • Fines against the establishment that nobody knew about
  • An activity that needs an approval which has not been applied for
  • Records that disagree: a tax registration in a former trade name, an establishment card listing a signatory who has left
  • A partner abroad whose documents are not attested, or are attested but not translated

None of these is dramatic on its own. They matter because they are usually discovered in the last week before an expiry date, when the options are fewer and the visa file is already blocked behind them.

Where the numbers live

Three guides carry the arithmetic this page deliberately leaves out: trade licence renewal cost, mainland formation cost, and cancellation fees. Send us the licence and what you need changed, and you get the figure for your own case rather than a range.
