Dubai Municipality stands between a food licence and an open door, and its own wording settles the order of things: you get approval for the design layout before construction, and that approval is what activates the trade licence. Fit out first and you can end up rebuilding a kitchen to match a plan nobody approved.
We handle the municipality side for food businesses, pest control and cleaning companies, clinics and the fit-out around them: which approval your activity needs, what the drawings have to show, and the inspection that decides whether you open on the date you promised your landlord.
Which approval your activity needs
| Activity | What Dubai Municipality requires | Cost detail |
|---|---|---|
| Restaurant, cafeteria, grocery, bakery | Design layout approval before construction, then a permit for food-related activities once the Food Code's health conditions are met | Cafeteria · Grocery · Bakery |
| Food truck, mobile vending, events catering | Prior approval from the department to supply food, which the Food Code applies to mobile vending and to permanent or temporary external events | Food truck · Vending |
| Pest control company | An NOC to practise pest control activities, obtained before applying for the trade licence and issued in four working days | Cleaning company setup |
| Decoration and fit-out contractors | An instant self-permit for decorative works in building units over 100 square metres, subject to conditions | Technical services licence |
| Clinics and health facilities | Premises approvals alongside the DHA facility licence, which asks for a Civil Defence certificate before it activates | Opening a clinic |
The order that saves money
- Check the unit before signing. The Food Code says total area should not be less than the minimum in the layout approval guideline, and that food activity may only happen inside the area drawn on the approved plan. A cheap unit that cannot hold a compliant kitchen is not cheap.
- Get the licence activity right. The operator has to choose the appropriate business activity when obtaining the licence, and the establishment needs a valid trade licence for that activity before it starts operating.
- Submit the layout for approval before construction. This is the step that activates the trade licence for food activities.
- Fit out to the approved plan. Moving substantial, permanent equipment later needs fresh approval. Putting shelves in a store room does not.
- Certify the people while the fit-out runs. A certified person in charge and health screening for handlers both take time you can spend in parallel.
- Inspection, then the permit to carry out food-related activities.
First, work out who governs your building
Dubai Municipality is not the only authority issuing permits for commercial premises. TECOM-style districts fall under the Dubai Development Authority, which runs its own fit-out permit, and parts of the port and industrial areas sit with Trakhees. Dubai brought the building permit services of these bodies onto a single platform, which makes the process look uniform, but the authorities remain separate and their requirements do not match. Establishing which one your unit belongs to is the first question, and it is cheaper to ask it before paying for drawings.
The people side of a food permit
Two requirements catch new operators, and neither is about the premises. The Dubai Food Code requires every food establishment to employ "at least one (1) full time, on-site Person in Charge (PIC) certified in food safety", and where high-risk or ready-to-eat food is prepared, a certified person in charge has to be present during all shifts. That is a hiring decision as much as a compliance one.
Food handlers also need occupational health screening. The Dubai Health Authority's standards describe medical fitness centres providing occupational health services as the places that carry out the screening and issue occupational health certificates. Worth noting: the 2013 Food Code still describes those cards as municipality-issued, so if you read an older guide saying so, that is where it comes from. Book the screening during fit-out rather than the week you hope to open.
What Dubai Municipality does not publish
Its service catalogue says clearly what each approval is for, and sometimes how long it takes: the pest control NOC in four working days, a spoiled-food disposal permit in three. What is not published anywhere we could read is a fee table for food permits, or the minimum-area guideline the Food Code refers to. The older fee PDFs now redirect to the homepage.
So when a consultancy page shows you a neat municipality fee table, that is the consultancy's own estimate rather than a published rate, and we are not going to repeat it. For contrast, Sharjah does publish: its final food establishment approval is AED 250 for a facility under 50 square metres and AED 500 above it, with an inspector attending to confirm the site meets the health requirements. The full Sharjah picture is in cafeteria licence cost in Sharjah.
How we run an approval
- Confirm the authority, the activity and what the unit can support
- Brief your fit-out contractor or engineer on what the layout submission has to show
- Submit the layout and follow it through approval
- Line up the person in charge certification and handler screening in parallel
- Coordinate the inspection and collect the permit
- Keep the renewal dates with the rest of your licence calendar, which is what the PRO service does for the whole company
Dubai Municipality FAQs
It depends on the activity, which is why the question causes so much confusion. For a food business, the layout approval is what activates the trade licence, so the licence application starts first and the approval completes it. For a pest control company, the municipality NOC has to be obtained before you apply for the trade licence at all.
No. The layout goes in for approval before construction, and food activity is only permitted in the area shown on the approved plan. Work done ahead of approval is work you may be asked to undo, and it is the most expensive mistake we are called in to fix.
Screening is carried out by medical fitness centres providing occupational health services, which issue the occupational health certificates, under the Dubai Health Authority's standards. The 2013 Food Code still refers to municipality-issued cards, so older guides say otherwise. Ask where your staff should be screened before booking anything.
Yes. The Food Code requires at least one full-time, on-site person in charge certified in food safety at every food establishment, and a certified person present during all shifts where high-risk or ready-to-eat food is prepared. Plan for it in the rota, not as an afterthought at inspection.
Dubai Municipality does not publish a food permit fee table in its public service catalogue, so we quote after seeing the unit and the activity rather than printing a number we cannot stand behind. The variable costs are usually the drawings and the fit-out changes, not the permit itself.
Then your approvals may run through the zone's own authority or through the Dubai Development Authority or Trakhees rather than the municipality, depending on where the building sits. The requirements differ between them, so confirm the authority before commissioning drawings.
Guides for your activity
Each of these covers the cost and the process for one activity end to end: how to start a food business in Dubai, grocery licence cost, cafeteria licence cost, food truck licence, bakery licence and opening a restaurant. If the licence itself is the next step, that is mainland business setup.
