Every food business in Dubai, from a restaurant to a vending machine, answers to two regulators: the Department of Economy and Tourism (DET), which issues the trade license, and Dubai Municipality, which approves the premises and inspects them under the Dubai Food Code. The license has to name the exact food activity, the layout has to be approved before construction, and a certified Person in Charge has to be in place before you open.
Is Starting a Food Business in Dubai Worth It in 2026?
The market is busy, and so is the regulator. Dubai Municipality carried out 34,700 food inspections in the first half of 2025, a period in which about 2,336 new food establishments opened in Dubai. Demand is not the risk. The risk is a lease signed before anyone checked that the unit can pass a food layout approval, or a license that names the wrong activity.
How to Start a Food Business in Dubai – Quick Overview
- Choose the exact food activity. The license must state it, and the business cannot trade outside it.
- Choose mainland or free zone. Selling to the public on a Dubai street is normally a mainland license from DET.
- Reserve the trade name and get DET's initial approval.
- Secure a unit that can pass a food layout approval, and register the lease in Ejari.
- Have Dubai Municipality approve the layout before the fit-out, then pass the inspection.
- Certify a Person in Charge and hold a valid license before the first sale.
The Dubai Food Code is the rulebook for all of it. It names restaurants, cafés, cafeterias, bakeries, groceries, supermarkets, caterers, mobile vendors and vending machines among the establishments it covers.
Step-by-Step Process to Start a Food Business in Dubai
1. Choose the Right Legal Structure
Most food businesses that sell to the public in Dubai take a mainland company licensed by DET. A free zone company suits trading or supplying food where the zone allows it; check where you may sell before you choose one.
2. Select the Correct Business Activity
The Food Code requires the license to state the exact food activity, and the business may not carry out any activity that is not on it. Adding one later is a change to the license, which the DED schedule prices at AED 500 per change, so list what you will do in the first year or two.
3. Trade Name Reservation & Initial Approval
Both with DET. The DED schedule prices a trade name reservation at AED 200, and a foreign or numeric trade name carries an application fee of AED 2,000 under the DED schedule. Initial approval lets you lease premises and apply to the municipality; it does not let you trade.
4. Secure a Location (Critical Step)
Dubai Land Department makes Ejari registration of the lease mandatory. Before signing, check the unit against the Food Code: its total area must meet the minimum in Dubai Municipality's layout guideline, and every food activity, washing up and storage included, must fit inside the area on the approved plan.
5. Food Safety & Municipality Approval
Dubai Municipality's Food Control Department approves the layout before construction or renovation, and any later change to the layout or the process flow needs approval again. The Code expects room for preparation, cooking, cooling, storage and cleaning, with toilets and chemical storage kept apart from food areas. After the fit-out comes the inspection.
6. Person in Charge and Staff
Every food establishment needs at least one full-time, on-site Person in Charge certified in food safety; where high-risk, ready-to-eat or raw food is prepared, one must be present on every shift. The certificate lasts five years. Food handlers need Dubai Municipality occupational health cards and food safety training.
7. Final License Issuance
The Food Code says a food establishment must hold a valid trade license before it starts operating. Then come the permits your format needs, such as a signboard permit at AED 250 under the DED schedule.
How Much Does It Cost to Start a Food Business in Dubai?
It depends on the activity and the unit, and the fit-out usually dwarfs the license. DET's own fee pages could not be read from our side and its voucher gives the license amount, so we print only what Dubai has published: the DED fee and fine schedule, Executive Council Resolution No. 13 of 2011. It sets AED 600 to issue or renew a license. Treat that as the floor of DET's line; since Decree No. 13 of 2024 the fees sit in a DET manual that is not public.
| Published fee | Amount |
|---|---|
| Issuing or renewing the license (DED schedule, 2011) | AED 600 |
| Changing license details, per change | AED 500 |
| Advertising signboard permit | AED 250 |
| Working until 2:00 am | AED 2,000 |
| Working 24 hours | AED 3,000 |
| Store or warehouse permit | AED 300 |
| Vending machine permit, per machine | AED 300 |

Types of Food Licenses in Dubai (With Business Models Explained)
Restaurant License in Dubai
Full kitchens and dine-in service. The Food Code's own example of too little space is a restaurant kitchen, and a restaurant preparing high-risk food needs a certified Person in Charge on every shift. Full guide: how to start a restaurant in Dubai.
Cafeteria License in Dubai
A smaller food service format with a limited menu. It is still a food service establishment under the Food Code, with the same layout approval and Person in Charge rules. Guides: cafeteria license cost in Dubai and cafeteria license cost in Sharjah.
Food Truck License in Dubai
Mobile food vans, catering trucks and suppliers to events need prior approval from Dubai Municipality to supply food (Food Code 2.23), and permits for any food transport vehicles belong in the records an inspector can ask for. Guide: food truck license in Dubai.
Bakery License
Bread, pastry and production bakeries. A bakery that sells portions for immediate consumption is a food service establishment; one that packs perishable goods has extra shelf-life and labelling duties under the Food Code. Guide: bakery license.
Grocery License
Retail sale of packaged food. The Food Code names groceries and supermarkets among food establishments, so the layout approval, the Person in Charge and the inspection still apply. Guide: grocery license cost in Dubai.
Foodstuff Trading License
Import, export and wholesale without cooking. If you import food yourself, the Food Code requires registration in Dubai Municipality's Food Import and Re-export System (FIRS) first, and a store or warehouse needs its own permit, AED 300 under the DED schedule. Guide: foodstuff trading license in Dubai.
Vending Machine License in Dubai
The Food Code treats vending machines as food establishments with their own rules on temperature and contamination (2.24), and the DED schedule charges AED 300 per machine for the permit. Guide: how to get a vending machine license.
Hidden Costs When Starting a Food Business in Dubai
These move with the unit and the concept, so we list them without numbers:
- Fit-out to the approved layout, including the separation the Food Code requires.
- Kitchen and storage equipment, and a grease trap with a cleaning contract where you cook.
- People: a certified Person in Charge, health cards and training for food handlers, and visas.
- A pest control contract with a licensed company, and the record of its visits.
- Permits for the signboard, hours, storage or machines, priced above.
- Rent and its Ejari registration, renewed every year.
Documents Required to Start a Food Business in Dubai
For the license: passport copies of the shareholders, a residence visa and Emirates ID if you live in the UAE, a no-objection letter where your sponsor requires one, the trade name reservation, DET's initial approval and the Ejari certificate. For the inspection, Annex A of the Food Code lists the records to keep in one folder, among them the trade license, the approved layout, health cards, training and Person in Charge certificates, the pest control contract, temperature records and a recall form. Importers also need their FIRS registration.
