A grocery shop in Dubai opens on two approvals: a commercial trade license from the Department of Economy and Tourism (DET) carrying the exact food activity you will trade under, and Dubai Municipality's approval of the shop's layout, which has to come before the fit-out. We estimate the license at AED 12,000 to 20,000 for the first year. A small neighbourhood shop, the kind Dubai calls a baqala, costs AED 70,000 to 150,000 to open before rent once shelving, refrigeration, stock and staff are counted.
The two numbers answer different questions, so this guide keeps them apart. After the costs come the approvals in the order they happen, the documents, the timeline, what inspectors check once you trade, and the fines that catch new grocery owners.
How Much Does a Grocery License Cost in Dubai?
We estimate a grocery trade license at AED 12,000 to 20,000 for the first year. That figure is the license and the registration charges that come with it. It does not include the shop.
Through SwiftHub, a Dubai mainland license starts at AED 10,999. Three things decide where a grocery lands:
- The activity. Grocery retail, a supermarket and foodstuff trading are different activities, and the Dubai Food Code requires the license to state the exact one the shop carries out.
- The trade name. Dubai's DED fee schedule charges AED 2,000 to apply for a foreign or numeric trade name, so settle the name before you print the signboard.
- The premises. A mainland license is tied to a physical shop, and Dubai Land Department makes registering that tenancy through Ejari mandatory.
Everything else, from the lease to the first delivery of stock, is the cost of opening the shop rather than the license, and it is the larger number. The breakdown below shows both.
What Is a Grocery License in Dubai?
It is a commercial trade license from DET with a food retail activity on it. The Dubai Food Code names grocery stores, supermarkets and department stores among the food establishments it covers, so a grocery is regulated twice: as a business by DET, and as a food premises by Dubai Municipality's Food Control Department.
The Code is specific about the license. The activity on it has to relate to food and state exactly what the establishment does, and the shop may not carry out any activity that is not on the license. Selling packaged food in bulk to other retailers is a different activity, covered in our foodstuff trading license guide.
Baqala, mini-mart or supermarket
The license follows the shop, and the usual formats in Dubai are:
- Baqala: the neighbourhood corner shop, small, serving the buildings around it.
- Mini-mart or convenience store: longer hours, more chilled and frozen space, often delivery.
- Supermarket: a larger floor and several checkouts, sometimes with a butchery, a bakery counter or a non-halal section, each bringing approvals of its own; the supermarket license guide sets them out.
- Specialty or online-first grocery: organic, imported or community products, often sold through a delivery app alongside the shop.

Grocery License Cost in Dubai – Detailed Breakdown
Two tables, because they answer different questions: what the license and its approvals cost, and what it costs to open the doors.
The license and the approvals around it
| Item | Issued by | Cost |
|---|---|---|
| Trade license, with initial approval and trade name reservation | DET | Our estimate: AED 12,000 to 20,000 for the first year |
| Foreign or numeric trade name | DET | AED 2,000 application fee (DED schedule) |
| Tenancy registration (Ejari) | Dubai Land Department | Mandatory; the tenancy guide publishes no fee |
| Layout approval, then inspection | Dubai Municipality, Food Control Department | Required before construction; no fee published |
| Signboard and facade name board | DET | AED 250 signboard, AED 350 name board (DED schedule) |
| Late-night or 24-hour trading | DET | AED 2,000 to open until 2:00 am, AED 3,000 for 24 hours (DED schedule) |
| Vending machine outside or inside the shop | DET | AED 300 per machine (DED schedule) |
The DED schedule's figures are the fees as the schedule sets them. DET's payment voucher can add standard government charges on top, so the amount you pay may be slightly higher.
What it costs to open a small grocery shop
| Cost | Our estimate | What moves it |
|---|---|---|
| Trade license and registration | AED 12,000 – 20,000 | Activity, trade name, approvals |
| Fit-out, shelving and refrigeration | AED 20,000 – 80,000 | Floor size, chilled and frozen space |
| Opening stock | AED 30,000 – 150,000 | Product range, supplier credit |
| Staff visas and labour costs | AED 5,000 – 7,000 per employee | Headcount |
| POS and billing system | AED 3,000 – 10,000 | Hardware and software |
| Small shop, before rent | AED 70,000 – 150,000 | The lower figures in each row add up to the floor |
Rent and the deposit are not in these figures, because they depend entirely on the unit and the area. Price the unit first: it is the one cost you cannot change after signing.
Small Grocery vs Supermarket License Cost in Dubai
The license costs about the same for both. What changes is the floor, the equipment and the approvals a larger range brings.
Small Grocery Store
Typical characteristics:
- shop size between 300 and 800 square feet
- a limited product range
- basic shelving and refrigeration
- one to three staff
Our estimate for the total investment, before rent: AED 70,000 to 120,000. This is the baqala model, and it lives on the buildings within walking distance.
Supermarket Business
Typical features:
- larger commercial premises
- multiple refrigeration units
- several checkout counters and POS terminals
- a larger team
- deeper stock across more categories
Our estimate for the total investment: AED 250,000 to 800,000+.
Two Food Code rules apply only at this end of the market. A supermarket or department store that wants to sell pork products needs Dubai Municipality's Non-Halal Food Activity permit, which its permits sheet opens to individual supermarkets and department stores of at least 7,000 square feet (the Food Code's older text said 2,500), a designated person to handle those products and a separate cash counter for them. And a department store that prepares and packs high-risk or perishable food for sale has to validate its shelf life and get it approved before its labels are approved.
How to Open a Grocery Store in Dubai, Step by Step
- Decide the format. Baqala, mini-mart or supermarket sets the floor area, the equipment and which extra approvals apply.
- Confirm the activity. The license must state the exact food activity, and the shop cannot trade outside it. Grocery retail and foodstuff trading are not interchangeable.
- Get initial approval and reserve the trade name with DET. A foreign or numeric name carries a AED 2,000 application fee under the DED schedule.
- Choose the unit, then register the lease in Ejari. The Food Code says a food establishment's total area cannot be below the minimum in Dubai Municipality's layout guideline, so have the unit checked before you sign.
- Submit the layout to Dubai Municipality before any construction. The plan shows the food handling and storage areas, sanitary fittings, ventilation, the equipment layout and the exits. Shelves in a store room need no approval; moving permanent equipment later does.
- Fit out to the approved plan. Chilled storage at or below 5°C and frozen at -18°C are the temperatures the Food Code sets.
- Appoint your Person in Charge and screen your food handlers. Every food establishment needs at least one full-time, on-site Person in Charge certified in food safety, and food handlers need occupational health screening.
- Sign a contract with a licensed pest control company. Inspectors ask to see the contract and the record of visits.
- Pass the inspection, receive the license, then open the bank account and hire. Our bank account opening assistance and the employment visa cost guide cover the last two.
Documents Required to Open a Grocery Store in Dubai
There are two sets: what the application needs, and what Dubai Municipality expects to find in the shop once you trade.
For the license application
- passport copies of every owner
- Emirates ID and residence visa copies for owners who live in the UAE
- the initial approval and the trade name reservation
- the memorandum of association, if the company is an LLC
- the tenancy contract, registered in Ejari
- the layout plan for Dubai Municipality
DET confirms the exact list for your legal form at initial approval, so treat this as the starting set rather than the final one.
In the shop, for the inspector
Annex A of the Food Code lists the records an inspector can ask to see, kept together in one folder. For a grocery, the ones that apply are:
- a copy of the trade license
- the layout approved by the Food Control Department
- occupational health cards for the food handlers
- food safety training certificates, and the Person in Charge certificate
- the pest control contract and the record of visits
- the cleaning programme and supplier details
- temperature records for receiving and storing high-risk food
- calibration records for thermometers and similar equipment
- a complaint record and a recall form
Government Approvals Required for a Grocery Store
| Approval | Authority | When it applies |
|---|---|---|
| Commercial trade license with the exact food activity | DET | Always, before trading |
| Tenancy registration | Dubai Land Department (Ejari) | Always; registration is mandatory |
| Layout approval, then inspection | Dubai Municipality, Food Control Department | Before construction or renovation |
| Certified Person in Charge | Dubai Municipality (Food Code) | Always; at least one, full time and on site |
| Food import registration (FIRS) | Dubai Municipality | Before you import food yourself |
| Sale of pork products | Dubai Municipality, Food Control Department | Individual supermarkets and department stores of 7,000 sq ft or more, with the Non-Halal Food Activity permit |
| Signage, extended hours, vending machines | DET | When you put up a sign, trade past regular hours or install a machine |
Trade License Approval
DET issues the license. The Food Code adds that a food establishment must hold a valid trade license before it starts operating, so the shop cannot open on the strength of an application in progress.
Municipality Food Safety Compliance
Dubai Municipality's Food Safety Department approves the layout and inspects the shop. The Person in Charge rules are the ones owners trip on: the certificate is valid for five years, the person's name has to be displayed behind the cash counter or where customers can see it, and if they leave you have 30 days to designate a replacement, who must be certified within 45 days.
If you plan to import food yourself rather than buy from local suppliers, the Food Code requires you to register in Dubai Municipality's e-government system and in the Food Import and Re-export System (FIRS) first, to have the labels approved through FIRS, and to register every imported item individually.
Ejari Tenancy Registration
Ejari is Dubai's system for recording tenancy contracts, and Dubai Land Department's tenancy guide states that registering a tenancy through it is mandatory. Your license is tied to the registered shop, so the lease comes before the license, not after it.
How Long Does It Take to Open a Grocery Store in Dubai?
The license is the quick part. With documents ready and the lease registered, we estimate 7 to 14 working days for the DET license.
The shop sets the opening date. The layout approval has to come before construction, the fit-out follows the approved plan, and the inspection follows the fit-out. Run the people side in parallel: the Person in Charge certificate and food handler screening can overlap with the fit-out rather than wait for it.
What Inspectors Check Once You Are Trading
Dubai Municipality carried out 34,700 food inspections in the first half of 2025, a period in which about 2,336 new food establishments opened in Dubai. Expect a visit. The Food Code sets out what an inspector looks at in a grocery:
- Temperatures: chilled food at or below 5°C, frozen at -18°C, and dry stores kept cool and ventilated at 60 to 65% relative humidity.
- Labels and dates: pre-packaged items carry production and expiry dates, and the date mark must not be removed, altered or covered.
- The Person in Charge: certified, on site, and named where customers can see it.
- Records: the Annex A folder listed above.
- Pests: a licensed pest control company, its contract and its visit records.
Fines That Catch New Grocery Owners
Dubai's DED fee and fine schedule (Executive Council Resolution No. 13 of 2011, listed as in force on the Dubai Legislation Portal) sets these. A repeat within a year doubles the fine, up to AED 100,000, and the department can also close a shop for up to six months, confiscate goods or revoke the license.
| Violation | Fine |
|---|---|
| Trading without a license | AED 5,000 |
| Not renewing the license on time | AED 250, plus AED 200 for each month of delay |
| Displaying goods outside the shop without a permit | AED 1,000 |
| Trading beyond regular working hours without a permit | AED 1,500 |
| Installing a vending machine without a permit | AED 3,000 |
| Displayed prices that differ from a DED-approved price list | AED 2,000 |
Several of these are cheaper to avoid than to pay. The permit to trade until 2:00 am costs AED 2,000; trading late without it is fined AED 1,500, and a repeat within a year doubles that. A machine at the door needs its AED 300 permit, covered in our vending machine license guide.
Hidden Costs of Opening a Grocery Shop in Dubai
The license fee is the visible cost. These are the ones that decide whether the budget holds.
Store Interior and Shelving
Retail shelving, display racks, checkout counters and refrigeration units. Our estimate: AED 20,000 to 80,000, driven mostly by how much chilled and frozen space the range needs.
Initial Product Inventory
Packaged food, beverages, dairy and frozen items, and household goods. Our estimate: AED 30,000 to 150,000. Supplier credit terms change how much of it you pay before the first sale.
Staff Hiring and Visa Costs
Even a small shop needs a cashier and someone on stock. Our estimate for visa and labour costs: AED 5,000 to 7,000 per employee.
POS and Billing System
A digital POS tracks stock and takes payments. Our estimate: AED 3,000 to 10,000.
Permits, contracts and tax
Budget for the signage permits in the table above, a standing pest control contract, Person in Charge certification and occupational health screening. VAT registration becomes mandatory once your taxable supplies and imports exceed AED 375,000, and you may register voluntarily above AED 187,500, according to the Federal Tax Authority.
Renewing a Grocery License in Dubai
We estimate renewal at AED 10,000 to 18,000, excluding the lease and its Ejari registration. Renew on time: under the DED schedule a late renewal costs AED 250 plus AED 200 for every month of delay. The wider picture is in our trade license renewal cost guide.
Get Your Exact Grocery Shop Setup Cost in Dubai
The ranges above are wide because grocery shops are. A real figure needs three facts: the activity, the unit and the trade name. Send us those and we will price the license and the approvals for your shop.
The usual causes of delay are:
- choosing the wrong business activity
- renting a unit that cannot meet the municipality's layout requirements
- underestimating stock and refrigeration
- submitting incomplete documents
We handle the business setup on a Dubai mainland license: the DET application, the trade name, the documents, the municipality side through our Dubai Municipality approvals service, and company formation and visas. For a first figure without a call, try the cost calculator.

Most commercial activities in Dubai now allow full foreign ownership, so a grocery can usually be 100% foreign-owned. It is confirmed against the specific activity at initial approval rather than assumed.
