Opening a gym in Dubai takes more than a trade license. Dubai's rules for sports establishments make a fitness center hold a permit from the Dubai Sports Council (DSC), and the licensing authority may not issue or renew the gym's license without the Council's authorisation. On top of that, every coach must be on the Council's register, and Dubai Municipality approves the layout for health and safety, free of charge.
Opening a Gym in Dubai, Step by Step
- Choose the fitness activity and reserve the trade name with DET.
- Lease the unit, register the tenancy in Ejari, and check it can meet the Sports Council's premises specifications.
- Apply for the Dubai Sports Council permit: activity and financial study, premises, qualified staff, equipment, insurance.
- Register every coach and professional staff member in the Council's register before they start.
- Get Dubai Municipality's no-objection certificate for the furniture layout, and its approval for any swimming pool plan.
- Clear fire safety with Dubai Civil Defence and fit out to the approved plans.
- Issue the license, which the licensing authority (DET, for a mainland company) can only do with the Council's authorisation.
Why the Dubai Sports Council Comes First
Resolution No. 1 of 2020 treats a gym as a sports establishment: its definition of a physical fitness center is "a Sports Establishment specialised in improving and raising physical fitness and health". Article 5 then says a licensing authority "may not issue or renew the Licence of a Sports Establishment" without first obtaining authorisation from the Council. In practice, plan the Council's permit alongside the trade license, not after it.
What the Council's permit requires
- a study of the gym's activities, objectives and financial plan;
- premises that meet the Council's requirements and specifications;
- qualified administrative and professional staff;
- the equipment, gear and fittings the activity needs;
- all approvals required from other government entities;
- an insurance policy from an insurer licensed to operate in Dubai.
The permit is valid for one year and renews for the same period (Article 9). The Council may grant a permit with a grace period for requirements still to be met; if they are not met in time, the permit is treated as revoked.
Coaches must be on the register
Registration in the Council's register is a precondition for coaches and professional staff to work at a sports establishment (Article 11), and a gym may not hire one who is not registered (Article 15). Budget the time to register each trainer before opening day. If freelance trainers will coach in your gym, ask the Council how the register applies to them.
Dubai Municipality: Layout, Pool and Health Rules
Fitness centers are among the activities that need Dubai Municipality's no-objection certificate for practising health and safety activities. You apply on the municipality's website with a one-page furniture layout showing every service, the furniture, and dimensions in meters with areas in square meters. The municipality's service card lists the certificate as free, with one working day to complete. A new certificate is needed for a new branch, a layout change, a new activity on the license, a move, or a mobile activity.
If the license covers men and women, the two sections must be completely separate, each with its own external entrance and no common areas. A swimming pool needs a plan approved by the municipality, with no changes made without its prior approval, and a certified lifeguard on duty; the number of lifeguards depends on the pool's size.
Documents inspectors can ask for
- the trade license and an up-to-date list of all employees;
- a valid occupational health certificate under Dubai's health requirements;
- a lifeguard certificate from a company approved by the Emirates International Accreditation Center, where there is a pool;
- water quality test results for a pool or jacuzzi;
- ventilation and air conditioning inspection reports, and a shower head cleaning record;
- an elevator safety certificate where there is a lift.
A gym in an independent building adds contracts with municipality-approved companies for water tank cleaning, pest control and waste disposal. The guideline also forbids medical advice, therapeutic medical services and therapeutic massage without a permit from the competent authority, and requires a first aid box meeting Dubai Corporation for Ambulance Services requirements.
Gym License Cost in Dubai
Rent, fit-out and equipment are the large numbers. The government lines we can source:

| Trade name reservation | AED 200 | Resolution No. 13 of 2011, Schedule 1 |
| License issuance (the schedule's line) | AED 600 | Resolution No. 13 of 2011, Schedule 1; DET's voucher gives the full amount |

Ask for a quote that separates government fees, our fee and your fit-out; the cost calculator gives a first figure for the company side.
Fines Under the Sports Establishments Resolution
| Violation | Fine |
|---|---|
| Running a sports activity without a permit | AED 20,000 |
| Hiring a coach or professional staff member who is not registered | AED 10,000 |
| Failing health, safety and environmental requirements | AED 20,000 |
| Violating the terms of the permit | AED 5,000 |
A repeat violation within a year doubles the fine, up to AED 150,000 (Article 19), and the Council can also suspend the gym for up to six months or revoke the permit. The trade license has its own late-renewal fines, AED 250 plus AED 200 a month; the rest of the renewal stack is in what a Dubai trade license renewal costs.
Mainland or Free Zone for a Gym?
A gym that serves the public from a street or mall unit in Dubai is set up as a Dubai mainland company. Resolution No. 1 of 2020 covers sports establishments licensed in the Emirate; if you are considering a free zone license, ask the Council how its permit applies there before you choose. Classes or treatments that touch health, such as physiotherapy or therapeutic massage, are licensed separately; see our DHA massage therapist guide for how individual practitioners are licensed.
Getting Your Gym Licensed
We run the DET side (activity, trade name, initial approval, license), prepare the Sports Council application with you, and coordinate the municipality approvals, so the layout and the permit are in place before you fit out. Send us the floor area, whether you plan a pool, how many trainers you will employ, and whether the gym is for men, women or both, and you get a written quote. For the cost of opening any business here, see the minimum investment to start a business in Dubai.
Gym license questions
Yes. Executive Council Resolution No. 1 of 2020 requires a sports establishment, including a physical fitness center, to hold a permit from the Dubai Sports Council, and the licensing authority may not issue or renew its license without the Council's authorisation.
Dubai's published schedule sets AED 200 to reserve a trade name and AED 600 for the license line, and the municipality's no-objection certificate is free. The Sports Council's permit fee is not published in the resolution; DET's voucher gives the full license amount. Rent, fit-out and equipment are the larger costs.
