For an online business the free zone question has a narrower answer than it does for most activities, because e-commerce runs into one constraint the others do not: who your buyers are, and whether they are inside the UAE.
Take that seriously before you compare prices. A free zone company selling to customers in Saudi, Europe or the US has no constraint at all. A free zone company selling to consumers in Dubai has a real one.
The short answer
- Selling mostly outside the UAE: SHAMS, whose Trader Package bundles e-commerce with general trading, which is the combination most sellers actually need.
- Selling mostly inside the UAE, at scale: a mainland licence, because the free zone route reaches mainland consumers through arrangements rather than directly.
- Holding stock and shipping physically: RAKEZ, which has warehousing alongside the licence.
- Testing an idea with no stock and no staff: the cheapest zero-visa licence that covers your activity. The cheapest free zone licences compares them.
Why the Trader Package keeps coming up
SHAMS publishes a Trader Package at AED 6,500 that covers e-commerce plus general trading. That pairing matters more than it sounds. An e-commerce activity alone describes selling online; general trading describes buying and reselling goods. Most people setting up an online shop are doing both, and a licence covering only the first is the wrong scope at a slightly lower price.
Our SHAMS licences start at AED 5,750, and the SHAMS cost guide explains the three published prices and which of them a seller actually needs.
The activity trap
What a free zone will not solve
- Payment gateways. Acquirers care about your bank, your activity and your history. A zone does not change their appetite.
- Customs and duty, if you import. That is a separate registration and separate cost.
- Mainland delivery at scale. Marketplaces and logistics arrangements exist, but selling directly and at volume into the mainland points to a mainland licence.
- Corporate tax. You register and file either way. See the filing deadline.
What it costs to start
| Zone | Through SwiftHub, from | Why an online seller might pick it |
|---|---|---|
| Ajman Media City | AED 4,499 | Cheapest entry, publishes renewal prices |
| SPC Free Zone | AED 4,999 | No visa cap as the team grows |
| SHAMS | AED 5,750 | Trader Package pairs e-commerce with general trading |
| RAKEZ | AED 6,000 | Warehousing and light industrial alongside the licence |
| IFZA, Dubai | AED 12,900 | A Dubai address, if your buyers care |
None of those is a first-year cost. The visa steps, establishment card and any facility sit on top, and the cost calculator prices our side of it in full.
If you are not sure yet
Start with the market question rather than the zone. Mainland or free zone walks the decision properly, and it is the one that determines whether any of the zones above are even on your list.
Best free zone for e-commerce
SHAMS is the common answer for sellers trading mostly outside the UAE, because its Trader Package covers e-commerce and general trading together. If you hold stock, RAKEZ has warehousing. If your buyers are UAE consumers at scale, the honest answer is a mainland licence.
Marketplace arrangements are how many free zone sellers reach UAE buyers, and the details depend on the marketplace's own requirements rather than on the zone. Confirm with the platform before you choose a jurisdiction around it.
If you buy goods and resell them, e-commerce alone is usually the wrong scope. That is exactly why SHAMS bundles the two, and why licensing only the cheaper activity tends to cost more in the end.
Only if you hold stock. If you do, choose a zone that has warehousing rather than renting off-zone, because the second arrangement usually erases the licence saving.
It is a prerequisite, not a guarantee. Acquirers assess the bank account, the activity and the trading history. We handle the bank introduction, which is the step most applications stall on.
