A business setup consultant in Dubai files the licence, the company documents and the visas on your behalf, and the good ones tell you which jurisdiction and activity fit before you pay for anything. The job is mostly paperwork with the right authority in the right order: the Department of Economy and Tourism (DET) for a mainland licence, the free zone for a free zone one, then GDRFA or ICP for the establishment card and visas. What separates one consultant from another is not access, since every licensed firm files through the same portals, but how honestly they quote, how fast they answer and what they do when a file stalls.
This guide sets out what the work involves, what it costs, the questions that sort good consultants from bad ones, and SwiftHub's own answers to each, so you can hold us to the same standard.
What a setup consultant actually does
- Picks the jurisdiction and the activity. Mainland or free zone, which zone, which activities on the licence. This decides your cost, your visa options and who you may invoice.
- Files the licence. Trade name, initial approval, the licence itself and the company documents.
- Sets the company up with immigration. The establishment card first; no visa can move without it.
- Runs the visas. Entry permit or change of status, medical, Emirates ID, for owners, staff and family.
- Prepares the bank account file. The bank decides; a consultant prepares and introduces the application.
- Registers the company for tax. Corporate tax for every company, VAT once turnover crosses the threshold.
- Keeps it in date. Licence and card renewals, amendments, visa renewals and cancellations, which is where PRO services come in.
What it costs
Two kinds of money change hands, and a fair quote keeps them apart: the government's or the free zone's fees, which are the same whoever files them, and the consultant's own fee for the work. Here is the first kind, on the authorities' and zones' own figures, next to what we charge for the licence:
| Route | Published by the authority or zone | Through SwiftHub |
|---|---|---|
| Dubai mainland, sole establishment | AED 8,000 on average before 5% of the rent (DET's own estimator), plus a local service agent | Quoted per case |
| Dubai mainland, single-owner LLC | AED 14,000 on average before 5% of the rent (DET) | Quoted per case |
| Ajman Media City, no visa | AED 4,999 | From AED 4,499 |
| SPC Free Zone, no visa | From AED 5,750 | From AED 4,999 |
On top of the licence come the per-person visa costs. Ours are listed openly: AED 200 for typing, AED 300 for portal access and health insurance from AED 500, with the government's entry permit, medical and Emirates ID charges billed at cost. Corporate tax or VAT registration is AED 600, and preparing a bank account file AED 1,000 for a low-risk activity or AED 2,000 where the activity is treated as higher risk. The business licence cost page and the cost calculator set out every route in full.
Ten questions to ask any consultant
- Which part of your quote is government fees, and which part is yours? If they can't split it, you can't compare it.
- What does the first year cost with the number of visas I need? A licence price is one line of the invoice, not the year.
- What will renewal cost? A cheap first year with an expensive second is the most common complaint in this market.
- Why this jurisdiction and not another? You want a reason tied to your customers, your activity and your visas, not to the consultant's commission.
- Is my activity allowed on that licence, and does it need outside approval? Some activities need a ministry or municipality sign-off that adds weeks.
- Who files with which authority, and in what order? A clear answer means they have done it before.
- What happens if the bank declines my account? Nobody can promise an account; ask what the fee covers if it doesn't open.
- What do you need from me, and when? Documents, attestation and your time in the UAE for the medical and Emirates ID.
- Who is my contact after the licence is issued? Most of the work comes later: visas, renewals, changes.
- Can I see that in writing? Every figure, the timeline and what is excluded.
Red flags
- A total that hides the visas. "From" prices that stop at the licence, with the establishment card and each visa left to discover later.
- "Free visa" or "lifetime" offers with no written terms. If it is real, it can be written down.
- Guaranteed bank accounts. Banks decide on their own compliance review; nobody outside the bank can promise one.
- No renewal figure. A consultant who can price year one can price year two.
- Pressure to pay before the activity is checked. The activity decides the licence; paying first means fixing it later at your cost.
- One jurisdiction for everyone. If every client ends up in the same zone, the advice follows the consultant's deal, not your business.
Mainland or free zone: the first decision
Choose mainland if you will sell directly to customers in the UAE outside the free zones, need a Dubai mainland address or plan to bid for government work. Choose a free zone if you trade mostly outside the UAE or online, want the lowest entry cost or need several visas without leasing an office. The mainland against free zone guide works through the trade-offs, and the cheapest free zone licence compares the zones on their own published prices.
How SwiftHub answers those questions
We publish our own fees, keep the government's apart from ours, and price the first year and the renewal before you commit. Every government and zone figure on our site links to the page it came from, with the date we read it. We will tell you when a zone or route we don't earn much from suits you better, and we put it in writing. Our business packages list what each one includes, and you can reach us by form, WhatsApp or phone from any page.
Questions people ask
Choosing a business setup consultant
No. DET and most free zones let you apply yourself online. A consultant saves time and mistakes on the activity, the jurisdiction and the visa order, and handles the follow-up work, which is where most first-time founders lose weeks.
It depends on the route and the number of visas. Ask for the government fees and the consultant's fee separately. Our free zone packages start at AED 4,499, and our per-visa and other fees are published on our pages.
A free zone or DET instant licence can be issued within a day once the documents are in order. Visas then take days to a few weeks per person, depending on the medical and Emirates ID steps, and a bank account usually takes longest.
No. The bank runs its own compliance review and decides. A consultant prepares the file and introduces it; treat any guarantee as a red flag.
Sometimes, sometimes not: consultants who buy in volume can price below a zone's own published rate. Ours does on SPC Free Zone, where SPC publishes from AED 5,750 and we start at AED 4,999. Compare the full first year either way.
